​Clean energy is the lowest cost power around. We work diligently with regulators, utilities, and solar companies to protect your right to rooftop solar. EFNO was also successful in helping craft rules that allow communities in New Orleans to invest in and share community-owned renewables projects so people that don't own their roof can still access the benefits of solar energy.

Community Solar

Community solar is a powerful tool that can provide access to clean, affordable energy to anyone, reducing barriers for renters, and others who may not be able to have rooftop solar. Community solar programs are popular and successful nationally, especially in majority-renter cities.

​EFNO encouraged the New Orleans City Council to create a community solar policy to unlock this tool for New Orleans and participated in the docket that created a rule in 2019.
However, the rule has flaws that has stymied the development of community owned solar resources in New Orleans, and in April of 2023 the rule has was re-opened. EFNO members worked with the City Council and other stakeholders to improve the rule to ensure equitable access to solar for all and community-driven renewable energy. The amended rules are more favorable to communities and community solar developers alike, which we expect will encourage more solar development in New Orleans.​

Renewable & Clean Portfolio Standard

On May 20, 2021, the New Orleans City Council voted to adopt resolution R-21-182, establishing a Renewable and Clean Portfolio Standard, or RCPS, for New Orleans. This policy, one of a growing number of similar policies adopted by jurisdictions across the country, requires Entergy to satisfy an escalating percentage of its user demand through the use of renewable and clean energy technologies. It prioritizes local solar and efficiency first.
The adoption of the RCPS is a huge win for New Orleans and Louisiana! EFNO was one of 30 local organizations that joined forces to ask the New Orleans City Council to open an RPS rulemaking in 2018. Thanks to petitions, symposia, community meetings, online town halls, and most importantly your input, New Orleans is now the first city in the Gulf South to institute a Renewable and Clean Portfolio Standard.
